Diablo 4’s War Plans are supposed to give the endgame structure.
For some players, they are currently providing a beautifully organised route to absolutely nowhere.
Fresh reports describe War Plans becoming stuck at Rank 9 out of 10, even after every available activity tree appears complete and every earned skill point has been spent.
The board says one more point is needed. The activities say they are finished. The player says several increasingly creative words at the monitor.
Players Are Stuck At Rank 9/10
The most consistent version of the problem leaves a character at War Plan Rank 9/10 with seven out of eight Activity Skill Points.
According to affected players, all activity skill trees are already maxed out. There is no obvious remaining objective to complete, yet the final rank and its associated rewards remain locked.
Some reports stretch back several weeks, while newer posts show that the problem is still affecting players in July 2026.
Restarting the game does not appear to solve it. Neither does relogging, verifying files or spending all available War Plan points.
One player even reported spending roughly a billion gold to remove and reassign every point.
The War Plan remained stuck.
Sanctuary may be under attack by the forces of Hell, but apparently the real final boss is a progress bar refusing to move.
The Missing Point Has Nowhere To Come From
This is what makes the bug particularly nasty.
War Plans are built around completing activities, levelling their associated trees and spending the resulting points. When those visible objectives are exhausted, players have no clear way to force the missing progression.
The interface continues to suggest that another Activity Skill Point is required, but the board offers nothing left to earn.
That creates uncertainty over whether the problem is purely visual or whether the character has genuinely lost access to the final rank.
Player reports indicate that the final reward remains unavailable, suggesting this is more than a harmless display error.
There has also been speculation that completing multiple activity upgrades too quickly could cause one progression step not to register correctly. That theory has not been confirmed, and affected players appear to have encountered the problem under different circumstances.
War Plans Are Too Important For This Bug
War Plans are not some forgotten side menu hidden behind an optional cellar.
They were introduced as a major overhaul of Diablo 4’s endgame, allowing players to chain activities together, unlock bonuses and build a more directed progression route.
Blizzard has continued expanding the system through Party War Plans, shared objectives and revised rewards.
That makes a progression blocker far more damaging than a broken cosmetic challenge.
Players invest hours completing Helltides, Nightmare Escalations, Infernal Hordes and other activities because the board promises meaningful advancement.
When the system accepts all that work but refuses to award the final point, it does not merely waste a few minutes. It undermines the entire reason for following the War Plan in the first place.

Seasonal Progression Bugs Hurt More
A bug like this would be annoying on the Eternal Realm.
During a season, it is worse.
Seasonal characters live on a clock. Players are expected to build, farm and complete progression systems before the season ends and the next reset arrives.
Every evening spent trying to repair a broken War Plan is an evening not spent pushing harder content, testing builds or collecting the gear the system was meant to help deliver.
The seasonal model already asks players to repeat large portions of Diablo 4’s progression every few months.
At minimum, the checklist should remember when the checklist has been completed.
Party Sync May Have Added More Moving Parts
Patch 3.1 expanded War Plans with party synchronization.
Groups can now generate a fully shared board with synchronized objectives and progression. Blizzard also adjusted rewards and added more War Plan options for Helltides and Nightmare Escalations.
Those are sensible improvements, especially for players who regularly group together.
They also give the system more states to track.
Individual boards, party boards, activity progression, spent points and rank rewards all need to remain aligned. When one value fails to update, the player may be left with a board that looks complete but is still missing something internally.
There is currently no public evidence proving that Party Sync caused the 9/10 bug. Reports of missing War Plan points existed before the latest update.
Still, the system is becoming more complicated while an old progression problem appears to remain unresolved.
There Is No Reliable Fix Yet
Affected players have tried the usual remedies.
They have restarted Diablo 4, relaunched Battle.net, verified game files, logged out, reassigned points and checked every activity tree again.
No universal workaround has emerged.
That means players should be cautious about advice claiming that one specific action will definitely repair the board.
Rechecking that every earned point has actually been spent is sensible. So is confirming that every activity tree says completed rather than merely showing a full progress bar.
Beyond that, players may need to submit a bug report and wait for Blizzard to address the underlying progression state.
Which is not a particularly satisfying answer after finishing an entire endgame board, but neither is spending another billion gold to discover that the bug remains extremely committed to its work.
Blizzard Needs To Repair Progress Retroactively
Fixing the cause will only solve half the problem.
Characters already stuck at 9/10 need their missing progress restored automatically.
Players should not have to rebuild the board, repeat every activity or abandon a character because one point disappeared somewhere inside the system.
Blizzard has already patched several War Plan issues since the feature launched, including inaccurate costs, broken rewards and activity-specific bugs.
The 9/10 problem deserves the same treatment, preferably with a retroactive check that identifies completed boards and grants the missing rank.
War Plans were designed to make Diablo 4’s endgame feel deliberate rather than aimless.
Right now, some players have followed the plan perfectly.
The plan simply forgot to follow them.
